ESOS Phase 4 qualification is approaching: five checks to help your business prepare
ESOS Phase 4 qualification is assessed on 31 December 2026. Use these five checks to confirm your scope, close energy data gaps and prepare for compliance.

If ESOS Phase 4 is on your compliance calendar, two dates matter: 31 December 2026 determines qualification, and 5 December 2027 is the deadline for notifying compliance.
ESOS, the Energy Savings Opportunity Scheme, is a mandatory energy assessment scheme for qualifying UK organisations. Its purpose includes identifying cost-effective energy savings across buildings, industrial processes and transport.
Use these five checks to organise your preparation. They are a starting point for planning; the official guidance sets out the full requirements and exceptions.
1. Confirm whether your organisation qualifies
The main size tests are 250 or more employees, or annual turnover above £44 million and an annual balance sheet total above £38 million. Use the headcount and figures from the accounts for your financial year that ends on the qualification date, 31 December 2026, or in the 12 months immediately before it — in practice, the financial year that closes during 2026.
Corporate group rules also matter: a smaller undertaking can participate through a qualifying group.
Practical check: gather employee and financial information, map your group structure and review the qualification rules before deciding whether ESOS applies. If your organisation is close to a threshold, consult the detailed guidance on size changes.
2. Map your energy data and close data gaps
Your total energy consumption has to be measured over a reference period of 12 consecutive months. That period must include the qualification date, 31 December 2026, and end before the compliance date, 5 December 2027.
Practical check: identify who holds your energy bills, meter readings and transport fuel records. Create a list of missing information and assign someone to collect it. Cross-check invoices against meter readings and investigate unexpected changes. If no one internally owns this, Ecofiniti can take that role.
If you comply through energy audits (see check 3), note that each audit has its own rules for the data period it uses, separate from the reference period for total consumption. Check both when planning your assessment.
3. Check your energy audit compliance route
Conducting energy audits and qualifying ISO 50001 certifications are the available routes. Display Energy Certificates and Green Deal Assessments are no longer alternative compliance routes for Phase 4.
Practical check: review existing certification and its coverage before commissioning work. Participants complying exclusively through an ISO 50001 certification covering the required energy consumption do not need an ESOS report or a lead assessor. Check the applicable requirements and exceptions for your route.
4. Prepare to turn findings into decisions
An audit-based report should include energy calculations, energy saving opportunities and measures, and a proposed programme. Costs, benefits and payback periods are also recommended where reasonably practicable.
Practical check: prepare a way to compare proposed measures, record estimated energy and financial savings, and discuss priorities with the teams responsible for implementation.
5. Plan evidence and approval
The report checklist covers the responsible undertaking, group details where applicable, assessment calculations and any considered recommendations from the directors.
Practical check: decide who will assemble the evidence and coordinate review. Allow time for director sign-off and the compliance notification through MESOS.
For existing participants, Phase 4 also introduces reporting on progress against previous action plan commitments and explanations for measures not implemented. Keep that evidence alongside your preparation.
